Ena Maglic, a member of Our Party Center, after a series of activities, inquiries and initiatives through which was requested the responsibility for addressing the issue of damaged, dilapidated and unregistered vehicles that are occupying parking spaces, sidewalks and other traffic areas in Sarajevo, is on the way to find a solution to this problem, as stated from Our Party.
The main problem lies in the fact that the Ministry of Interior of CS cannot determine the ownership of the vehicles, which is why KJKP Rad, as well as other competent authorities, are avoiding responsibility for this issue.
“Most of the time, the Ministry of Internal Affairs of Canton Sarajevo (MIA CS) is not able to get information about the owner of the vehicle, and in the case when ownership of the vehicle can not be established, the police officers do not have legal right to remove it. MIA sent a draft law on the regulation of traffic back in 2013, but nothing happened until today. We sent queries to the utility company, local government, municipal inspection, MIA. Some of them are transferring responsibility to others and there is literally no one who will give you an answer on what can be done on this issue,” said Maglic.
“Recently, I addressed the issue to MIA through the deputy in the Assembly of CS Edin Forto, after which they quickly leaked in the news that they are working on the legal resolution of this issue, probably in fear of being called out for it. At today’s meeting, deputy Forto sent an initiative to the Government of CS to urgently put on the agenda the Law on the regulation of traffic in CS, which would, among the other things, make a clear and precise legal framework for the removal of vehicles for which the MIA cannot determine ownership. This is only an indication that while working on a problem, which seems trivial and quickly solved, we can recognize the gaps in the system on the one hand, and on the other hand to find a way to push the government to finally do something for the community,” concluded Maglic.
Regarding this, the Ministry of Interior of CS made a Draft of the Law on the regulation of traffic in CS back in 2013, where was prescribed ‘way of removing’, however it is important that the regulations indicate precise legal basis that will protect the Ministry of Interior, and secure the solution of this issue. This can be regulated by a clear definition of who will carry out the respective tasks that can be solved in cooperation with the Cantonal communal inspection and KJKP Rad Ltd. in connection with disposal of the vehicles. We are asking from the Government of CS to take responsibility related to determining the responsible party for the cost of depositing these vehicles.
