The Speaker of the House of Representatives of the Parliamentary Assembly (PA) of Bosnia and Herzegovina (BiH), Denis Zvizdic, again called on the representatives of the Republika Srpska (RS) in the state parliament to return to full-fledged work and decision-making, in accordance with the Constitution of BiH and Rules of Procedure.
Zvizdic pointed out that as long as he is the chairman of the House of Representatives of the PABiH, that institution will work, stating that there will be procedural problems, maybe the situation is on the verge of a quorum, but that work will be done in the capacity that is possible at this moment.
“The next session is scheduled for October 26th, in accordance with the BiH Constitution and Rules of Procedure. In this way, deputies in the House of Representatives of PABiH will send a message that the sovereignty which citizens have transferred to political representatives in parliament will not be extinguished,” Zvizdic wrote in a statement on the official Facebook profile.
Further, he noted that all laws adopted in the PABiH, and the House of Representatives of the PABiH is the lower house of the Parliament of BiH, can be changed only in the body that adopted them.
“There are valid transcripts and records in the archives of the BiH Parliament proving that the Law on High Judicial and Prosecutorial Council (HJPC), the Law on Defense, the Law on Intelligence-Security Agency (OSA), as well as other laws were adopted by a comfortable majority, often unanimously, including, of course, votes from RS, ” explained Zvizdic.
He added that lower levels of government and their parliaments cannot change or repeal existing state laws. It is the basic principle of democracy, any other action is the destruction of the constitutional order of a country and is contrary to domestic and international law.
