According to this year’s Index of the Rule of Law of the World Justice Project (WJP), Bosnia and Herzegovina (BiH) dropped to 72nd place out of 139 countries in the world and received the worst marks in the parameters that measure the absence of corruption.
BiH got an approximate score of 0.52, on a scale from 0 to 1, which is the same result that it recorded last year, and it showsthat it dropped from 64th to 72nd place in the world and is well below Slovenia (at 29th place), Croatia (46th), Kosovo * (60th), and North Macedonia (64th). Serbia (81st place) and Albania (83rd place) are below BiH on this year’s scale of the rule of law index.
Rule of law index
The WJP Rule of Law Index is measured through eight indicators: limitations on government powers, the absence of corruption, government openness, access to fundamental rights, law and order, law enforcement, civil justice, and criminal justice.
Compared to last year, BiH has fallen the most in the area of the absence of corruption (-0.02), where it ranked 87th in the world with a score of 0.42. By far the worst parameter by which success in this area is determined is the one that measures whether government officials abuse public office to pursue personal interests. Also, compared to last year, BiH fell behind in the field of the judiciary (-0.01) and law enforcement (-0.01).
Defeating result
Therefore, it is not surprising that BiH, in the area that measures the limitation of government powers, ie the degree to which the law is adequately applied to elected and appointed officials, also recorded a devastating result with a score of 0.45, where it ranks 98th on the world list. The worst-rated parameter in this area is the one that describes the extent to which government officials are sanctioned for violations or abuses during their mandate, in which BiH got a score of 0.37 and ranks 99th in the world.
BiH had the best result in terms of the rule of law index in 2015when it was ranked 40th in the world and has fallen 32 places since then. When it comes to the prevalence of corruption, the fact is that BiH has been falling behind for several years, as shown by other relevant international assessments, such as the Corruption Perceptions Index measured by Transparency International or World Bank indicators that monitor corruption control.
