Former military representative of BiH to NATO, Alija Kozljakcommented on the current political situation, the announcement of the member of the Presidency of Bosnia and Herzegovina (BiH) that he will ban the activities of the Armed Forces (AF) of BiH, State Investigation and Protection Agency (SIPA), Intelligence-Security Agency (OSA), and other institutions in the entity of Republika Srpska (RS).
Kozljak pointed out that Dodik’s latest moves deliberately serve to undermine the perception of security and stability in BiH and the inability of BiH institutions to deal with it.
“He chose those BiH institutions that have achieved the highest quality reforms and are currently the most representative when it comes to the integration process of BiH. Therefore, the perception of security in BiH is violated because it is addressed to those who understand the processes and who certainly fall for these statements and moves since it is obvious that such moves would lead to a conflict,” mentioned Kozljak.
Also, he emphasized that the perception of security breaches is present, but that in reality, he cannot implement his activities and that he has no mechanisms to question the future of the AFBiH and other institutions.
When asked whether a new decision of NATO members is needed to initiate intervention in BiH, Kozljak stressed that decisions in NATO are made by consensus and that such a decision has already been made.
“NATO already has the mandate to act and no new decision is needed in that sense. A decision will be made on what the trigger for NATO action is and a consensus will be reached on that. There is already a decision to activate NATO in case of security breaches. If that happens, it will be negotiated about it. Not all NATO members need to be involved in this matter. It is not even necessary, it is enough that in accordance with the decision that was already made, the states that are ready to act, will act under the auspices of NATO, ” Kozljak claims.
Kozljak pointed out that during the vote in the UN Security Council in November on the extension of EUFOR’s mandate in BiH, despite Russia’s announcements that they will vote againstit, the opposite could happen.
“I am not sure that Russia will stick to that position since they are now aware that if support for EUFOR is not given, NATO will take responsibility for security. So that issue is being communicated these days. In any case, the outcome will generally follow in the coming month and I think that this outcome will happen before the decision on the extension of the EUFOR mandate EUFOR is made. It covers much broader issues. There are intensive talks in the relations Brussels-Moscow, Berlin-Moscow, London-Moscow, and Paris-Moscow, and those talks, among other things, include this, ” concluded Kozljak.
