The Government of FBIH today amended the Decree on allowances for official traveling and deleted the article 18 that stipulated the increase in daily allowances for FBiH officials by ten to 25 percent.
Daily allowance for official traveling at the territory of BiH is now equal for all and amounts to 25 BAM, while daily allowances for traveling abroad are defined with a special annex that is a part of the Decree.
It was pointed out once again that the only reason for reaching the new Decree at the session of the FBiH Government on June 3, 2016 was its technical adjustment with the General collective contract and with the commitment of the Government to expand the tax base.
In the previous decrees, daily allowance was defined as a reimbursement for food on official trips. Given the intentions of the Government to collect taxes on meal allowances and thus expand the tax base, the new Decree defined that daily allowance is reimbursement for costs of official traveling and thus eliminated the possibility to collect taxes on daily allowances.
By declaring the article 18 discriminatory and deleting it from the Decree, the federal Government want to contribute to savings in public expenditure, in addition to numerous other already undertaken savings measures.
Intentions of the Government to save money are also evidenced by the fact that the Decree reduced the reimbursement for the use of passenger cars in private ownership from 20 percent to 15 percent of the price of one liter of gasoline per kilometer crossed, with the calculation of the shortest distance that the official must cross, together with introduction of other restrictions.
